Seasoned Professionals with Years of Experience Administering Government Housing Programs

AdCar Associates is a team of seasoned professionals with years of experience administering government housing programs - and much more. Many of AdCar's people worked together extensively before AdCar was formed. They form a well-oiled, proven team that knows how to work together for the benefit of AdCar's clients.

David Buchwalter, NAHP-e, Adv. RAM, President of AdCar Associates, was with the U.S. Department of Housing and Urban Development (HUD) from 1969 until 1995 when he left to start AdCar. He was Chief of Loan Management in HUD's New York Office for 11 of those years, supervising the maintenance, management and program compliance of more than 1,200 multifamily properties with mortgages insured, subsidized or held by the FHA. In his capacity as Chief, he often represented the Department before the media, professional organizations, government agencies at all levels and in other forums as well. Just before becoming Loan Management Branch Chief, David spent 1 1/2 years on the site of a severely troubled 654 unit housing complex where he administered the completion of construction and the initial occupancy/management phase.

David received his Registered in Apartment Management (RAM) designation in 1988 and his Advanced RAM in 1991. He is a member of both the New York and national RAM Boards of Governors. He served as 1999 National RAM Chairman and, in 2000, was elected a Life Governor of the RAM Board. Also in 2000, David was appointed to the Board of Directors of the Federation of New York Housing Cooperatives & Condominiums, and from 2000 to 2006 served on the Board of the National Association of Housing Cooperatives. In 2001, David received his National Affordable Housing Professional Executive-level (NAHP-e) designation. In 2006 he helped establish and became a founding Board member of the New York Affordable Housing Management Association (NYAHMA).


Edith Emerson was with HUD for 25 years. Her last assignment was as a Section Head in New York's Multifamily Loan Management Branch where her staff supervised 202s (elderly housing), projects jointly supervised and/or subsidized by state and local agencies (Mitchell-Lama projects), cooperatives, hospitals and nursing homes.


A construction analyst in New York's Multifamily Loan Management Branch for his last 10 (of a total 26) years with HUD, and an appraiser and specification writer before joining Loan Management, Greville Harvey has an intimate working knowledge of how HUD approaches a project's physical condition. Greville has earned the designations of CAS from the Central Appraisal Society and R.A. from the National Society of Real Estate Appraisers.


Joseph M. Mulle is a General Certified real estate appraiser and licensed real estate broker. He prepares appraisal evaluations of all types of properties including residential, commercial and industrial for all purposes including mortgages, legal, financial planning, investment and most recently, with AdCar Associates, Section 8 renewals. His twenty years of real estate experience includes the ownership and management of his own properties and the presidency of his own firms. He has held various positions in the industry, including bank senior real estate appraiser/underwriter and Acting Chief Real Estate Appraiser for the U.S. Army Corps of Engineers, NY District.

 

Connie Reilly retired from the NYS Division of Housing and Community Renewal (DHCR) after 28 years of service. She spent 15 of those years as Federal Coordinator for the Office of Housing Management where she administered federal subsidy programs in state-supervised housing. She was responsible for field staff training in HUD occupancy policies and for developing and monitoring goals to insure program compliance with Section 8, Section 236, Rent Supplement and RAP. Prior experience included management of the Public Housing Drug Elimination, Section 8 Mod Rehab and HEAP programs. Connie is a NYS Licensed Real Estate Broker and operated a local real estate office prior to entering public service. She received her Registered Apartment Manager (RAM) designation in 1985 and earned her designation as Certified Assisted Housing Manager (AHM) in 1987. In 2005, Connie was awarded her Fair Housing Coordinator (FHC) designation.

 

Adam Tekel has experience managing a 202/Section 8 project with direct responsibility for the day-to-day operation of the project. His first hand experience with and industry perspective of the realities of owning and managing HUD-supervised properties brings a valuable perspective to the AdCar team. Adam is a licensed NJ Real Estate Broker and was awarded his AHM certification in 2007.
