Joseph Mulle

Joe is the team leader for Rent Comparability Studies (RCS). He is a Licensed Real Estate Broker and a General Certified NYS Real Estate Appraiser. His tenure at the Community National Bank and Trust Company of New York ranged from senior mortgage loan officer where he financed new construction development sites, sold mortgage paper throughout the United States and became the Chief Appraiser of the bank. Joe has been a review appraiser and an instructor for both real estate appraising and real estate brokerage. He founded Coast to Coast Realty Group Inc. and the firm has sold properties that range from office buildings, development sites, industrial, residential properties and large multifamily dwellings. J. M. Mulle Realty Group, Inc. is a sister company that completes appraisals for estates, legal services, tax appeals, and rental studies.

 

Constance Reilly

Connie is the team leader for management occupancy review (MOR) preparation, resolution of noted deficiencies, appeals of ratings, compliance issues and updating HUD required policies such as tenant selection plans and affirmative fair housing marketing plans. She is a Licensed Real Estate Broker. Her experience at NYS Division of Housing included handling LL-Tenant matters under the Rent Stabilization Law and Capital Grants Program; management of the Section 8 Moderate Rehabilitation Program; administration of federal subsidy programs such as Section 8, Section 236, Rent Supplement, RAP and HEAP programs. As the Federal Programs Coordinator she served as a liaison between DHCR's Management Office and HUD's Office of Multi-Family Housing. She was responsible for NYS field staff training to insure compliance with HUD occupancy policies. Her professional affiliations and certifications include the National Association of Home Builders, National Association of Housing and Redevelopment Officials (NAHRO) RAM and AHM designations.

 

James Mackenzie

Jim is the team leader for the preparation of rent increase applications including Budget Based Rent Increases, OCAFs and AAFs and contract renewals. He has an accounting background. At NYS Division of Housing he worked in the early housing subsidy programs which later became the model for the HUD Section 8 subsidy programs. Jim was assigned as the administrator of a 10,000 unit County based Section 8 program which he supervised for about 15 years. The remainder of Jim's career was spent helping the low income housing tax credit program build houses across the state. In this capacity, Jim scored tax credit applications, wrote computer programs, edited and wrote tax credit materials and other manuals for the agency.

 

Donna Dempsey

Donna is the team leader for REAC and issues related to the physical property. She is a licensed architect and a LEED certified professional in Building Design and Construction. Donna has extensive knowledge of the building and construction industry. She worked on many large projects in the tri-state area including multifamily housing buildings, hospitals, schools, municipal buildings and libraries. She was a Construction Analyst at HUD and worked closely with the Asset Management group.
